Howard Messner of Gambrills, Maryland died on December 4, 2008 after a year-long struggle with esophageal cancer.
Mr. Messner graduated from Antioch College (B.A., 1960). He served as chairman of the EPA task force that led to the creation of the Environmental Protection Agency.
He held positions at OMB, the Congressional Budget Office, and EPA. In 1986, President Reagan awarded him the rank of “Distinguished Executive,” the highest award in the Federal Government’s Senior Executive Service.
